Download the Kaggle CelebA release and lay it out the way PEAL expects.

Fetches jessicali9530/celeba-dataset with kagglehub, moves it to target_dir and renames list_attr_celeba.csv to data.csv and img_align_celeba/img_align_celeba to imgs.

Parameters:

target_dir (str) – Destination dataset root.

Notes

The body itself prints that this path “still has to be implemented”: the moves assume one particular kagglehub cache layout.
